BACKGROUND:

Potable water systems must meet the Environmental Protection Agency’s (EPA) regulations, including chemical constituents, for safe public consumption.  The potable water is provided by Broward County and the City distributes it.  In the process, the potable water ages and chemical constituents deplete.  The Utilities and Engineering (U&E) staff monitors said constituents to ensure their adequate replenishment through the water tanks.  The U&E Department has upgraded the existing chemical injection and mixing system at the Johnson Road water tank to communicate with the existing instrumentation for automated and real time calibration.  A Monoclor Residual Control System (MRCS) has proven to be invaluable system, which keeps the necessary constituents constantly within range and meets EPA regulations.  The Hilton Road tank lacks said system and has to be manually monitored, which is not efficient in keeping the system within range.

DISCUSSION:

Several companies sell mixing systems and chemical injection systems.  No other companies were found to have similar capabilities to the patented MRCS, which has proven its efficacy in calibrating the City’s potable water system.  The MRCS is automated and is the only system manufactured to combine a mixer and a calibration chemical injection system, in one unit that communicates with the City’s existing instrumentation.  Odyssey Manufacturing Co. is the exclusive distributor of the MRCS product in Florida.  A sole source agreement with Odyssey is therefore required for the purchase and installation of a MRCS at the Hilton Road Tank.  Sole source purchases exceeding $50,000 require City Commission approval.

RECOMMENDATION:

Staff recommends approval of this resolution.
