BACKGROUND:
The purpose of the Request for Proposal (RFP) is to contract with a qualified consultant to perform consulting and advisory services on behalf of the City related to its benefits program as described in Exhibit “A” - Scope of Services of the Agreement attached hereto. The current agreement for Insurance Brokerage Services will expire on February 29, 2016.
DISCUSSION:
On November 4, 2015, the City issued a competitive solicitation for Insurance Brokerage Services. Solicitations were electronically sent to 14 potential firms, and three responsive proposals were received. A Selection Committee consisting of Robin Samotin, Human Resources Specialist; Kristi Wong, Human Resources Manager; and Pam Kershaw, Human Resources Director evaluated and ranked the responses in accordance with the criteria listed in the RFP document. The three firms were ranked as follows: 1) The Gehring Group, Inc., 2) Risk Management Associates d/b/a Public Risk Insurance Group, and 3) First Florida Insurance Brokers.
On December 8, 2015, the Negotiations Committee consisting of Sanjeev Bissessar, Risk Manager; Peta-Gay Lake, Assistant Director of Finance & Administrative Services; Kristi Wong, Human Resources Manager; and Pam Kershaw, Human Resources Director entered into negotiations with The Gehring Group, Inc., the number one ranked firm.
The Negotiations Committee successfully:
• Reduced The Gehring Group’s initial offer for an annual cap on Medical and Dental Insurance commissions from $90,000 to $82,500 paid by insurance carrier
• Negotiated annual caps on commissions for Short-term Disability ($3,000), Long-term Disability ($3,000), and Life Insurance and Accidental Death and Dismemberment ($3,500)
• Negotiated inclusion of Affordable Care Act Compliance Reporting Software and Related Tax Filing Services at no additional charge, resulting in a total negotiated savings of $10,200 in the first year with likely additional savings in subsequent years.
RECOMMENDATION:
Staff recommends that The Gehring Group, Inc., the number one (1) ranked firm, be approved to provide Insurance Brokerage Services for the City.
