BACKGROUND:

At the July 13, 2023, City Commission Meeting, this item was tabled to a date certain of September 14, 2023. Since the July 13, 2023, City Commission Meeting, the applicant held additional community meetings to discuss the buffer wall and landscaping between the residential areas and the proposed project.  These meetings were held on August 23, August 30, and September 6, 2023. In an effort to continue public outreach, the applicant requested that first reading of this item be deferred to the October 26, 2023, City Commission Meeting, at which meeting the item was approved on First Reading.

The property owner, Coolidge Inc., proposes to revise the list of permitted and special land uses allowed within the Greystar Cocomar Planned Commerce District (PCD). At the request of the City, the revised list is proposed for codification directly in the City’s Land Development Code. Specifically, the property owner proposes to amend Chapter 13, Article III, Division 8, “Master Business List,” Section 13-624, “Master Business List - Planned Commerce District,” to add an additional column to identify the permitted and special land uses within the Greystar Cocomar PCD.     

Unlike the Master Business Lists for the Business (B), Industrial (I), and Office (O) Districts, individual PCD lists were previously not codified and are kept on file in the Sustainable Development Department. There are 33 individual PCDs throughout the City of Coconut Creek that have similar or individual master business lists, though some of these have converted to using the codified Master Business List during more recent PCD updates. In an effort to increase transparency for businesses, property owners, and individuals seeking information on permitted and special land uses for properties in a PCD, City staff is working with applicants/property owners to codify permitted and special land use lists as PCDs are newly created or amended.    

DISCUSSION:

The existing Cocomar PCD, adopted in 2008, permitted predominantly commercial and office uses. The proposed, amended list will eliminate the uses previously provided for in the 2008 Cocomar PCD and permit commercial flex and light industrial uses, as specified in the attached ordinance. The commercial land use category in the City’s Comprehensive Plan permits wholesale, storage, light fabricating, and warehouse uses, if deemed appropriate by the City. These business uses have characteristics that are both commercial and light industrial in nature; and therefore, they are permitted in the commercial category, if deemed appropriate by the City.

RECOMMENDATION:

The Planning and Zoning Board, at its April 12, 2023, meeting, recommended approval of the ordinance. City staff finds the zoning amendment request consistent with the City’s Comprehensive Plan and recommends approval subject to the City Commission approving the Greystar Cocomar PCD Rezoning in Ordinance No. 2023-012 and the City Commission finding that the proposed uses are appropriate
