BACKGROUND:

This item was approved on First Reading at the August 27, 2020, City Commission Meeting.

The City is desirous of locating a temporary Fire-Rescue Station in the central area of the City while the location for a permanent facility is identified, constructed and becomes operational. The need for a temporary facility is related to improving current emergency response demands with the permanent facility ultimately providing emergency services to anticipated residential and commercial growth in the MainStreet Project area.

DISCUSSION:

The subject property is currently vacant and is part of the existing McJames PCD. Pursuant to the PCD zoning designation, community facilities such as a fire-rescue station are not specifically provided for.  However, pursuant to Section 13-331(n) of the City’s Land Development Code, a community facility is permitted in any zoning district as a special land use. While this provision typically applies to permanent uses, City staff determined that it was appropriate to authorize this temporary status through the special land use process. If approved, a separate site plan application will be submitted for staff review and processed administratively.  As currently envisioned, physical improvements to the site will consist of a temporary modular building with two to four bays for emergency vehicle parking, landscaping and other typical site plan requirements.  The temporary facility, once operational, will function 24 hours a day, seven days a week.

RECOMMENDATION:

The Planning and Zoning Board at its September 11, 2019, meeting recommended approval of the special land use application subject to the condition that outstanding DRC comments remain effective throughout the development review process and must be addressed prior to the issuance of a building permit.  Outstanding DRC comments are included in the Planning and Zoning Board Agenda backup and are available online for your review.
