BACKGROUND:

 

The City’s current contract for citywide landscape maintenance services for City-maintained medians and rights-of-way is expiring and has no additional extension options. On September 28, 2025, the City issued Request for Proposals (RFP) No.10-30-25-09 to contract with a qualified and experienced firm to provide landscape maintenance services to defined areas citywide. These services ensure that the City maintains its professional appearance and reputation as a well-planned community with a unique environmental consciousness.

 

DISCUSSION:

 

The City received seven (7) responsive proposals for the RFP from the following firms: 1) Brightview Landscaping Service, Inc.; 2) EDJ Service, LLC; 3) Juniper Landscaping of Florida, LLC; 4) Landscape Service Professionals, LLC; 5) Mainguy Landscape Services; 6) SFM Services, Inc. and 7) VisualScape, Inc.  A selection committee consisting of John Tetteris, Public Works Superintendent; Kevin Kelly, Public Works Landscape Leadworker; and Enrique Castro, Parks and Recreation Superintendent, evaluated and ranked the responses in accordance with the following criteria: 1) Operational Plan for the City, 2) Qualifications and Experience, 3) Resources and Availability, 4) Past Performance, and 5) Price.

 

Based on the proposed pricing, vendor submittals, and the evaluations performed, the selection committee is recommending that a contract be awarded to EDJ Service, LLC for landscape maintenance services for City-maintained medians and public rights-of-way. The lowest-priced bidder’s proposal did not include sufficient detail regarding the project approach, resources, staffing plan, fertilization schedule, or other key operational components necessary to adequately evaluate the proposal, and the proposed pricing was not in line with current industry pricing. Following the selection, City staff negotiated with EDJ Service, LLC and reduced the annual cost for these services from the initial proposal of $677,958.29 to $629,301.60. Additional services will be provided on an as-needed basis and will not exceed the approved budgeted amount. In certain circumstances, additional services may be required as a result of accidents, with associated costs reimbursed through the City’s insurance coverage. The initial contract term will be for four (4) years, commencing February 1, 2026, with the option to extend the agreement for two (2) additional one (1) year periods.
