BACKGROUND:

Fire Station 113 currently operates out of a temporary trailer located just south of Wiles Road and east of State Road 7.  A new permanent fire station is needed to serve the upcoming MainStreet Area.  Additionally, the City’s Fire Administration staff is currently working out of leased office space and needs a permanent facility. The City currently owns a vacant ten (10) acre parcel of land along Cullum Road, and the proposed building will be constructed on a portion of this land.

DISCUSSION:

On October 19, 2025, the City issued Request for Letters of Interest (LOI) No. 11-18-25-10 to contract with a qualified general contractor for Construction Manager at Risk (CMAR) pre-construction phase and construction phase services to build the new fire station and administration facility.

The City issued seven hundred and forty-four (744) electronic invitations for the project. Five (5) responsive submittals were received from the following firms: (1) CORE Construction Services of Florida, LLC; (2) Gulf Building, LLC; (3) Kaufman Lynn Construction, Inc.; (4) Pirtle Construction Company; and (5) Waypoint Contracting, Inc.

A selection committee consisting of Harry Mautte, Public Works Director; Brian Rosen, Public Works Assistant Director; Lizet Aguiar, Resilient Design and Development Assistant Director; Eileen Cabrera, Senior Engineer; and Brian Blizzard, Fire Chief, evaluated the submittals based upon the LOI criteria. The selection committee ranked the five (5) responsive firms, and the top three (3) ranked companies were asked to conduct presentations to the committee. Upon completion of the presentations, the committee voted and ranked Pirtle Construction Company as the top firm. The selection committee then proceeded to negotiate the attached contract with the top ranked firm to provide CMAR Phase 1 Pre-construction Services for an amount totaling $215,525.00. The services will continue through the design phase, ending with the submittal of a Guaranteed Maximum Price for construction of the Fire Station and Fire Administration facility. All duties, obligations, and responsibilities of the Contractor under LOI No. 11-18-25-10 must be fully completed within eighteen (18) months from the effective date of the agreement.

The Fire Station and Administration Building is currently in the schematic design phase and is being designed by Currie Sowards Aguila Architects. Approval of the CMAR Phase 1 Pre-construction Services Agreement will allow the CMAR to collaborate with the design team to review and provide input on the design, offer value engineering recommendations, advise on construction methods and sequencing, and prepare detailed cost estimates to ensure the project achieves the most cost-effective design while meeting the City’s requirements. Upon completion of Phase 1, the CMAR will submit a Guaranteed Maximum Price (GMP) for construction of the facility. The City and the CMAR will then negotiate and, upon agreement, enter into a Phase 2 Construction Agreement for completion of the project.

RECOMMENDATION:

Staff recommends approval of this resolution.
