BACKGROUND:

The applicant, Vista Gardens Ballroom, LLC, is seeking site plan approval to construct a catering and meeting hall at 5011 West Hillsboro Boulevard.  The subject property consists of two sites. On the west, the 0.88 +/- acre site, a portion of the Janis Plat, was acquired by the City of Coconut Creek.  On the east, the 1.58 +/- acre site was home to Deenie’s Hideaway, a private club use, which is now closed. Once platted, the combined site will total approximately 2.47 +/- gross acres.

DISCUSSION:

As currently proposed with this application, the property owner, Vista Gardens Ballroom, LLC, is seeking site plan approval for the construction of a 7,743 square foot event venue with ancillary recreational amenities, for weddings, bar-bat mitzvahs, and other social and corporate events. The ground floor includes 7,200 square feet of storage, utility areas, staff offices, restrooms, reception and ballroom, and a 543 square foot administrative office on the second floor. The applicant has owned a similar facility in the City of Miami, Florida, for several years.  The traditional architectural style and proposed color palette supports the natural areas and are compatible with surrounding commercial and residential development.

 

PUBLIC INVOLVEMENT:

As part of the application review process, the applicant was required to perform community outreach and provide project information to neighboring property owners and hear and address concerns and issues raised through this process. A neighborhood participation meeting, intended to provide a forum for surrounding residents and business owners that was open to the public, was held on Monday, October 28, 2019, at 6 p.m. at the City’s Recreation Complex located at 4455 Sol Press Boulevard. Residents and business owners were invited to attend the meeting and hear project details and grant and redevelopment efforts from the applicant and the City related to the project and the Hillsboro Corridor Redevelopment Area effort. A second community meeting was scheduled for March 19, 2020, but was postponed. However, the applicant has continued outreach efforts with residents and continues to address resident concerns.

As a result, the applicant / property owner has proffered a declaration of restrictive covenants to restrict the uses on the property for the owner and any future owners in perpetuity which is addressed in the rezoning application.  In addition, the following development / design requirements were proffered by the applicant, have been incorporated into the site plan, and are proposed as a condition of approval of the associated special land use application:

 

                     Additional landscaping to be installed along north property line.

                     Six (6) foot high metal rail fence to be installed along the north property line.

                     Six (6) foot high chain link fence to be installed along the west property line.

                     Security cameras to be installed.

                     No pedestrian access from the subject property into the surrounding preserve.

GREEN AND SUSTAINABLE COMPONENTS:

                     Supports Action 1.6: Solar pavilion charging station to be located on site.

                     Supports Action 2.1: Site meets 40% tree canopy coverage.

                     Supports Action 2.2: High reflective TPO roof proposed.

                     Supports Action 2.3: Greenway along Hillsboro Boulevard.

                     Supports Action 5.1: Recycling containers within facility to be provided.

                     Supports Action 5.3: Recycling of construction debris.

                     Supports Action 6.4: One electric vehicle parking space with charging station proposed.

The applicant agrees to maintain green components for the life of the project.

RECOMMENDATION:

The Planning and Zoning Board, at its August 12, 2020, meeting, recommended approval of the site plan application subject to the condition that outstanding DRC comments remain effective throughout the development review process and must be addressed prior to issuance of a building permit.  Outstanding DRC comments are included in the Planning and Zoning Board Agenda backup and are available online for your review.
