BACKGROUND:
The applicant, Jacquie Pedevillano with Bowman Consulting, on behalf of Walmart Stores East, LP, is requesting Site Plan approval for a 5,932 square foot addition to the existing Walmart store located at 5571 West Hillsboro Boulevard. The proposed addition is located on the northeast corner of the existing building, immediately north of the liquor store.
The Walmart Planned Commerce District (PCD) and Plat limits commercial development to a maximum of 210,000 square feet. In 2006, following the adoption of the PCD and Plat, the Planning and Zoning Board approved the original Walmart site plan for 201,639 square feet of retail, grocery store, and garden center area. In 2014, a subsequent approval added a 3,554 square foot liquor store, bringing the total commercial area to 205,193 square feet. The current request would increase the overall commercial area to approximately 209,884 square feet, with the total reflecting a 1,237 square-foot reduction in the garden center area to remain within the 210,000 square foot maximum.

DISCUSSION:
The proposed addition is intended to support Walmart’s online grocery pickup operations, which allows customers to place orders online and conveniently pick up their groceries at a designated area on the property without needing to enter the store. To accommodate the expanded operations, the applicant also proposes modifications to the existing parking lot. The improvements include increasing the number of designated pickup parking spaces from twenty-six (26) to thirty-one (31) spaces. To accommodate the building addition and new pickup parking spaces, the site plan includes modifications to existing drive aisles and landscape islands, minor grading improvements to ADA parking spaces, installation of sidewalks, restriping of pick up and existing crosswalk areas, updated pavement markings, revised designated employee delivery paths, additional pedestrian crosswalks, and refreshed site signage. Additionally, the portion of the garden center is being removed and will be enhanced with new landscaping.
Public Involvement
As part of the application review process, the applicant held a community meeting on April 30, 2026, at 5:00 p.m. at the Recreation Complex located at 4455 Sol Press Boulevard to present the project and provide an opportunity for questions or comments. The community outreach summary and presentation materials have been included in the backup for this item. No members of the public attended the meeting.
RECOMMENDATION:
Based on its review, staff finds that the proposed request is consistent with the Walmart PCD, the Site Plan and Aesthetic Design Review requirements in Section 13-548 and Section 13-37, respectively, of the Land Development Code, and with the applicable goals, objectives, and policies of the City’s Comprehensive Plan. Accordingly, staff recommends approval of the site plan application.
