A RESOLUTION RESCINDING RESOLUTION NO. 2022-001 AND ENACTING A NEW RESOLUTION AUTHORIZING THE MAYOR AND THE CITY MANAGER, OR THEIR DESIGNEES, TO EXECUTE THE ATTACHED MAINTENANCE AGREEMENT WITH BROWARD COUNTY FOR THE MAINTENANCE OF PATTERNED PAVEMENT CROSSWALKS AT THE INTERSECTION OF COPANS ROAD AT LYONS ROAD IN CONJUNCTION WITH THE COUNTY’S COPANS ROAD IMPROVEMENT PROJECT.

BACKGROUND:

Broward County’s Public Works Department, Highway Construction and Engineering Division, has designed roadway improvements to a segment of Copans Road that includes adding one (1) additional travel lane to the westbound approach at the Lyons Road intersection (identified as Broward Project No. BCTED 210111060).  The City requested that the County install patterned pavement decorative pedestrian crosswalks in conjunction with their improvement project. As you may recall, the recent work completed within the Florida Department of Transportation (FDOT) Lyons Road Mobility Project included this type of decorative crosswalk. FDOT postponed the Copans Road intersection’s crosswalk improvement due to the planned roadway widening scheduled by Broward County at the subject intersection.  This pedestrian improvement will harmonize the pedestrian crosswalks on Lyons Road where other signalized intersections from Coconut Creek Parkway to the Sawgrass Expressway currently have these crosswalk features.

The City entered into a maintenance agreement with Broward County for the original five (5) crosswalks associated with the Lyons Road Mobility project via Resolution No. 2020-012; and in consideration of this request, the City prepared an amendment to the existing maintenance agreement to include the Copans Road intersection, which was approved by the City Commission via Resolution No. 2022-001.

DISCUSSION:

Broward County has agreed to construct the enhanced crosswalks within their right-of-way but requires a new maintenance agreement specific to this improvement project. As such, staff recommends rescinding Resolution No. 2022-001 to separate the maintenance responsibilities related to the Lyons Road Mobility Project and the Copans Road Improvement Project. This new agreement assigns the maintenance responsibility of the Copans Road crosswalk improvements to the City upon completion of the project.

BUDGETED:                      Budgeting is proposed for FY 2028.

NOTES:  Maintenance expenditures are not projected to be required prior to FY 2028. Actual maintenance costs and frequency will be based on the overall performance of the pavement materials and the daily use associated with the average daily vehicle traffic assigned to the Lyons Road corridor.  The maintenance timeframe is based on estimates where other cities used similar products constructed in South Florida with like conditions.
