A RESOLUTION AUTHORIZING A TRANSFER OF FUNDS FROM GENERAL FUND CONTINGENCY TO THE NEIGHBORHOOD ENHANCEMENT GRANT PROGRAM, AND APPROVING THE WYNMOOR COMMUNITY COUNCIL APPLICATION FOR MATCHING FUNDS FROM THE NEIGHBORHOOD ENHANCEMENT GRANT PROGRAM FOR THE CONSTRUCTION OF A GUARD HOUSE AT THE LYONS ROAD COMMUNITY ENTRANCE.

BACKGROUND:

The Neighborhood Enhancement Grant  (NEG) Program was designed to provide funding assistance for specific neighborhood projects that promote a stronger, safer, and more sustainable community.  It provides for funding of 50% of the project up to the maximum of $20,000.  The applicant, Wynmoor Community Council, is requesting matching funds to enhance the aesthetics of the residential community and satisfies the standards established in the NEG Program. The Wynmoor residential community is generally located in the southern portion of the City, north of Coconut Creek Parkway, between Lyons Road and Florida’s Turnpike.

DISCUSSION:

The City is committed to enhancing community aesthetics and promoting stronger, safer, and more sustainable communities; this project furthers this strategic initiative.  The applicant is proposing to enhance the aesthetics and safety of the community entrance on Lyons Road with the construction of a new guard house with a total cost of $249,800.  This project is comparable to the guard house improvements Wynmoor completed in 2013 to their community entrance north of Coconut Creek Parkway. 

The NEG Program budget for this fiscal year is $27,162.50, which includes an earlier transfer to this account in the amount of $2,162.50 to accommodate the Karanda Village III enhancement project.  Approval of this application would require a transfer of $20,000.00 from Contingency Account 0199-9901 to the Neighborhood Enhancement Grant Account 0198-8220.  Due to the increased demand for this Program, staff has proposed additional funding for this Program in the FY 2016 Budget.

RECOMMENDATION:

Staff recommends approval of this request in the full amount of $20,000.00 in matching funds and transfer of $20,000 from the General Fund Contingency to the NEG Program.
