A MOTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO APPROVE P.L.A. ELECTRIC, INC. TO PURCHASE AND INSTALL NEW LED LUMINAIRES TO REPLACE THE EXISTING EXTERIOR SITE LIGHTING FIXTURES AT THE COMMUNITY CENTER.

body

BACKGROUND:

The existing exterior luminaires (light fixtures) at the Community Center have aged beyond their useful life, requiring costly repairs.  In addition, the older style, non-LED (light-emitting diode) fixtures are getting more difficult to obtain as they are being phased out of production in favor of more energy efficient technologies.

The Fiscal Year 2024 (FY24) Operating and Capital Improvement Budget, approved by the City Commission on September 28, 2023, through Resolution No. 2023-020, included the replacement of these fixtures. The City has an existing agreement with P.L.A. Electric, Inc. for electrical services through IFB No. 12-13-23-11.

DISCUSSION:

The Community Center exterior site lighting contains a variety of aging, non-LED light fixtures throughout the property. The intent of this project is to support the City’s ongoing efforts to be more energy efficient by switching to dark sky-compliant LED fixtures, and to unify the look of the City’s facilities with a common energy efficient luminaire.  All light poles, for both the parking lot, as well as the pedestrian walkways, are to remain, as they are not in need of replacement. This project will also address any safety concerns of possible low light levels in the parking lot and pathways.

Additional areas, such as the front and rear walkway canopies, will have lights upgraded to LED fixtures, as well all of the outdoor amenity areas that have existing lighting, such as the band shell, pavilions, and restrooms.

A complete set of engineered plans, including photometric analysis, has been developed and is ready for permitting.  The photometry study determined that lighting across the entire site will be improved with the installation of the new fixtures.  Engineered plans provide for the replacement of sixty-eight (68) pole-mounted fixtures and twenty-nine (29) recessed or surface-mounted fixtures in the canopies, pavilions, and restrooms.

All of the new fixtures are dark sky-compliant and either have house shields or are positioned in a manner to provide one (1) foot-candle or less at the property line, thereby providing no light spill onto adjacent roadways or nearby properties.

These new energy efficient LED fixtures support the City’s ongoing efforts to invest in its Vision 2030 goals of cost savings and energy efficiency.  Furthermore, the City will realize savings through lower maintenance costs by utilizing standardized fixtures in all City-owned/maintained facilities.

This project is anticipated to be completed within one hundred eighty (180) days following Commission approval of this motion and issuance of the Notice to Proceed (NTP).
