BACKGROUND:

As an entitlement recipient of federal funds from HUD, the City is eligible to receive $317,822 in CDBG Program funds for Program Year 2020.  In order to receive the funds, the City is required to develop and adopt a Five-Year Consolidated Plan and One-Year Action Plan.

DISCUSSION:

The Consolidated Plan is developed within HUD’s web-based consolidated planning template, using the latest available 2010 Census and/or 2014-2018 American Community Survey (ACS) data, which data sets are pre-populated within the template.  Generally, the Consolidated Plan consists of the following:

•Description of activities that will be undertaken to address priority housing and community development needs in the next five (5) years;

•Actions to maintain the affordable housing stock and increase the availability of permanent housing in standard condition and affordable cost to low-to-moderate income households;

•Actions to improve the safety and livability of neighborhoods and increase access to quality public and private facilities and services; and

•Actions to expand economic opportunities for low-to-moderate income persons or areas.

The Action Plan outlines the proposed use of eighth year funds and describes how the activities will meet the goals and objectives established in the Consolidated Plan, designed to benefit low-moderate income residents of the City.  The proposed activities and budgeted funds for Program Year 2020 include:

1.First-Time Homebuyer Program ($94,257.60) - This activity will provide purchase assistance to eligible first time homebuyers to purchase their primary residence in Coconut Creek.  Assistance may provide up to 50% of required down payment, pay reasonable closing costs, provide principal write down assistance, and subsidize interest rates.  This direct homeownership assistance is eligible under 24 CFR Section 570.201(n) and will directly benefit low-to-moderate income persons as qualified under 24 CFR Section 570.208(a)(3) Housing.

2.Public Facilities & Improvements ($160,000) -This project will expand the handicap accessible playground facilities within Lakewood Park. Public facilities and improvements include acquisition, construction, reconstruction, rehabilitation or installation of public facilities and improvements and are eligible under 570.201(c). This activity will benefit low and moderate income persons as qualified under 570.208(a)(1) Area Benefit Activities.

3.Planning and Administration ($63,564.40) - This activity will provide for administrative and planning duties relative to the overall grant program.  This activity is assumed to benefit low-to-moderate income persons and is eligible under 24 CFR Section 570.206.

Staff does anticipate entering into an Interlocal Agreement with Broward County for administration and management services for all CDBG funding later this year. However, to comply with Federal guidelines, these plans must be submitted in a timely manner and prior to the County taking on the administration and management responsibilities.

RECOMMENDATION:

Staff recommends approval of this resolution.
