BACKGROUND:

On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law in an effort to speed up the recovery from the economic and health effects of the Covid-19 pandemic. Under this legislation, the City was awarded $8,597,464 to respond, prepare, and mitigate the effects the pandemic has had on our community.

During the Fiscal Year 2022 (FY22) annual budget process, the City Commission approved several community activities that were eligible under the ARPA guidelines to include food distribution and meal assistance to a variety of agencies. Dr. Stanley and Pearl Goodman JFS of Broward County, Inc. was one (1) of these agencies, and the City provided the agency a grant in the amount of $29,000 to provide meals to Coconut Creek senior and disabled residents.

DISCUSSION:

Earlier this year, coinciding with the FY24 budget process, Dr. Stanley and Pearl Goodman JFS of Broward County requested $50,000 in additional funding to resume providing meal assistance to Coconut Creek residents in need.  During the Budget Workshop, the City Commission approved $29,000 for this purpose, pending availability of ARPA funds.  Staff evaluated the availability of ARPA funds and spoke with Dr. Stanley and Pearl Goodman JFS of Broward County, who shared the continuing need for funding.  Based on this evaluation, staff recommends executing an agreement with Dr. Stanley and Pearl Goodman JFS of Broward County in the amount of $50,000 to provide meal assistance services to Coconut Creek residents.  Under this program, Coconut Creek seniors and disabled residents needing assistance will receive bi-monthly food deliveries to include non-perishable items and perishable goods such as bread, dairy, fresh fruit and vegetables, and meats.  This agreement will continue through December 31, 2024, or until funds are expended, whichever occurs first.

RECOMMENDATION:

Staff recommends approval of this resolution.
