BACKGROUND:

This ordinance was approved on First Reading at the July 23, 2015, City Commission meeting with an amended motion to remove the condition set by the Planning and Zoning Board at their June 17, 2015 meeting by deleting from the Ordinance, Section 1c) restricting the hours of the sale of alcohol.

The applicant, Thomas S. Head, of Family Fun Concepts, is requesting an amendment to the previously approved Family Fun Concepts Special Land Use to expand existing indoor commercial recreation uses in accordance with Section 13-35, Special Land Use, of the City of Coconut Creek Land Development Code.

The Family Fun Concepts Special Land Use was originally presented to the Planning and Zoning Board on May 11, 2011, and subsequently approved by the City Commission on July 14, 2011.  The applicant is requesting an amendment to the previously approved Family Fun Concepts Special Land Use to expand the existing WOW Factory indoor family fun center with a bowling center at the El Dorado Shopping Center, located at the southwest corner of Sawgrass Blvd and Lyons Road, Bays A-101 through A-106.

DISCUSSION:

Proposed is a “boutique-style” bowling center with ten (10) bowling lanes, virtual games, and beer/wine bar.  The facility, approximately 8,837 square feet, is dedicated to indoor commercial recreation, catering to corporate business events, corporate outings, church events, etc.  Since the proposed bowling center will occupy seven (7) vacant bays adjacent to the WOW Factory, existing facilities such as bathrooms and kitchen will be shared.  Current and proposed hours of operation are below below:

                     Monday - Thursday: 10 a.m. - 6 p.m.                     Monday - Thursday: 12 p.m. - 10 p.m.

                     (8pm during holidays & summer)                     Friday - Saturday: 10 a.m. - 12 a.m.

                     Friday - Saturday: 10 a.m. - 10 p.m.                     Sunday: 10 a.m. - 10 p.m.

                     Sunday: 10 a.m. - 8 p.m.

RECOMMENDATION:

City staff recommended approval of the application as proposed by the applicant.  The Planning and Zoning Board on June 17, 2015, after considering testimony from the applicant and residents, recommended approval of the application with the hours of operation as stated, but restricting the sale of alcohol (beer/wine) to 10:00 p.m. instead of 12:00 a.m., as proposed.  As stated above, the City Commission removed the condition set by the Planning and Zoning Board by deleting from the Ordinance, Section 1c) restricting the hours of the sale of alcohol.
