BACKGROUND:

 

This item was approved on First Reading at the May 25, 2023, City Commission Meeting.

 

The agent/applicant, Adriana Murillo, Stiles Architectural Group, on behalf of the owner, Gunther Motor Company, is seeking site plan approval for a building expansion to the existing Volvo Dealership for the addition of a Mitsubishi Auto Dealership at the existing Gunther site. The subject property is located at the southeast corner of North State Road 7/U.S.441 and Cullum Road and is within the City’s MainStreet Project Area.

 

In 2013, the current property owner received site plan approval for a three-story garage (garage) that included a parts department, vehicle service bays, carwash, and employee parking for displaced surface parking spaces in addition to renovations to an existing “pre-owned” sales building (these additional renovations were not constructed).   In 2017, in lieu of the 2013 renovations, the property owner received site plan approval for an expansion to the “pre-owned” sales building to allow a new Gunther Volvo Auto Dealership showroom and administrative sales offices.

 

In addition to the 2017 Volvo renovations and construction, the garage, located on the southern half of the subject property, has been constructed and both the Volkswagen and Volvo dealerships share service and parking facilities within the garage.

DISCUSSION:

The subject property is part of the existing Gunther Motor Company PMDD.  The property owner is seeking site plan approval for a 1,343 square foot showroom addition to the existing Volvo Automobile facility for a Mitsubishi Auto Dealership. Once completed, the combined square footage for the dealerships will be approximately 13,137 square feet. A service drive is proposed at the rear of the building with no visibility from State Road 7/U.S. 441. An outdoor employee area is proposed with seating.

No new access points are proposed or required. Main access to the property is from State Road 7/U.S.441 with two (2) secondary access points along Cullum Road, which are gated to provide security after hours. Previously required and installed pedestrian improvements along State Road 7/U.S.441 and Cullum Road, including the 12’ wide Venetian Red-colored, concrete sidewalk, pedestrian plazas, benches, and trash containers will remain.

Proposed architecture for the new Mitsubishi building complements the existing Volvo building with minimal architectural treatments to match the Mitsubishi brand. The signage and lot lighting proposed are consistent with the City’s sign and lighting code requirements.

Considering that this is a minor addition to the existing building, additional neighborhood outreach is not necessary at this time. Site plan applications are not subject to site posting or public notice requirements.

RECOMMENDATION:

City staff finds the site plan application to be in compliance with Chapter 13, “Land Development Code,” Article III, “Zoning Regulations,” Division 5, “Site Plan Review Requirements,” of the City of Coconut Creek Code of Ordinances.

The Planning and Zoning Board, at its April 12, 2023, meeting, recommended approval of this application subject to the condition of approval noted below. Outstanding DRC comments are included in the Planning & Zoning Board Agenda backup and are available online for your review:
