BACKGROUND:

Due to the impending expiration of the City’s Agreement for charter bus transportation services, on November 19, 2017, the City issued Request for Proposals (RFP) No. 12-13-17-10 to contract with a qualified vendor to provide charter bus transportation services for Parks and Recreation special events and summer youth recreation camp programs.  Charter bus transportation services are required to transport children/adults to various sites throughout the State of Florida, but primarily within Broward, Palm Beach, and Miami-Dade County boundaries.  These transportation services consist of day trips only, requiring no overnight travel.

DISCUSSION:

Solicitations were electronically sent to seven (7) prospective vendors, and one (1) responsive proposal was received from Academy Bus, LLC. The Selection Committee consisted of Danielle DeBarros, Parks and Recreation Assistant Director; Lenore Thomas, Parks and Recreation Superintendent; and Enrique Castro, Parks and Recreation Supervisor.  The proposal was evaluated in accordance with the following criteria:  (1) Operational Plan for the City, (2) Qualifications and Experience, (3) Resources and Availability, (4) Past Performance, and (5) Price. Based on the evaluation, the Selection Committee recommends awarding the contract to Academy Bus, LLC.  A pricing analysis was conducted and found to be fair and reasonable with a minor increase from the previous Agreement. The Agreement provides an estimated cost of $51,250 per year, for an initial term of two (2) years, beginning March 3, 2018, with the option to renew for three (3) one-year periods.

RECOMMENDATION:

Staff recommends approval of this Resolution.
