BACKGROUND:

The Neighborhood Enhancement Grant Program is designed to provide funding assistance for projects that promote a stronger, safer, and more sustainable community. The applicant, Coquina Homeowners Association, is requesting $18,625 in Neighborhood Enhancement Grant grant funds.  The proposed project seeks to enhance the aesthetics and sustainability of the community by revising the street tree plan to include the “Right Tree, Right Place” principles.  The project is eligible under the multi-phase design project category of the Neighborhood Enhancement Grant Program Guidelines. The Coquina community is located on the east side of Lyons Road, south of Wiles Road. Access to the community is from Lyons Road or NW 42 Avenue.

DISCUSSION:

The City is committed to enhancing community aesthetics and promoting a positive environmental image; this grant project furthers this strategic initiative.  The applicant has proposed a multi-phase project. Phase I proposes to design a new street tree plan for the Coquina community. Future phases of the multi-phase project will install common area trees utilizing the new street tree plan.  The original street tree design material is no longer compatible with surrounding areas due to their size and growth habit.  The City has been working with the applicant to address these issues.

The applicant is procuring the design services of Craven Thompson & Associates, Inc. to review the current conditions and provide solutions through a new street tree master plan.  This grant application is for Phase I (design) at a cost of $18,625. Design services associated with a multi-phase design project do not require a match and are fully reimbursable up to $20,000 pursuant to the grant guidelines. 

The City anticipates receiving the Phase II (installation) application in Fiscal Year (FY) 2023. The Neighborhood Enhancement Grant Program has a $195,000 budget for FY 2022. The Coquina Homeowners Association would be the first Neighborhood Enhancement Grant of FY 2022.This grant project is a further enhancement of the community and satisfies the standards established by the Neighborhood Enhancement Grant Program.

Staff recommends approval of this resolution.
