BACKGROUND:

The State Housing Initiatives Partnership (SHIP) Program is the centerpiece of the William E. Sadowski Affordable Housing Act, passed in 1992.  SHIP funds are used as incentives to produce and/or preserve affordable home ownership and multifamily rental housing. The City began receiving SHIP grant funding in 2008.  The Broward County Housing Finance & Community Redevelopment Division began providing administration for the City’s affordable housing grant activities in May of 2020. 

DISCUSSION:

The Broward County Housing Finance and Community Redevelopment Division has provided management, administration, and implementation of the City’s SHIP Program funds for Fiscal Year 2017 through Fiscal Year 2024. In addition, this division of Broward County provides for the preparation, implementation, and administration of the SHIP Program to multiple Broward County municipalities. Through this proposed Interlocal Agreement (ILA), the County will be responsible for the continued administration of the City’s SHIP funds and selected programs in accordance with the SHIP rules and regulations.  The County will retain allowable administrative fees for these services.  The ILA provides for joint local housing assistance activities for State Fiscal Years: 2025-2026, 2026-2027, and 2027-2028.

Broward County is both prepared and well qualified to administer the City of Coconut Creek’s SHIP Program, ensuring continued benefits for local residents. Over the past three (3) years in Coconut Creek, SHIP funds were used to complete four (4) Purchase Assistance Projects and eighteen (18) Minor Home Repair Projects, totaling $855,511 spent on Coconut Creek residents.

RECOMMENDATION:

Staff recommends approval of this resolution.
