A RESOLUTION SUPPORTING THE FLORIDA DEPARTMENT OF TRANSPORTATION’S (FDOT) MANAGEMENT, CONSTRUCTION, AND DELIVERY OF THE COPANS ROAD MOBILITY IMPROVEMENTS, FM NO. 429576-5, FROM SR7/441 TO APPROXIMATELY 1,200 FEET WEST OF LYONS ROAD IN ACCORDANCE WITH THE FDOT MOBILITY PROGRAM.

BACKGROUND:

 

In 2013, the City Commission passed Resolution No. 2013-112 in support of Complete Streets Guidelines to allow all modes of transportation, including bikers, walkers, transit riders, and drivers to safely navigate our roadways.  The Broward Metropolitan Planning Organization (MPO) annually reviews Complete Streets and other Localized Initiatives Program (CSLIP) applications for roadway improvements.  The Broward MPO awarded the FDOT approximately two million, seven hundred and sixty nine thousand dollars ($2,769,000.00) to fund the construction of a Complete Streets project on Copans Road between SR7/441 to approximately the driveway of the City’s Public Works Building on Copans Road. 

 

The project aids in improving mobility with the design and construction of a 10-foot wide concrete shared use pathway, along with improvements to the existing Broward County Transit designated bus stops.  The overall project extends into both the City of Margate and the City of Coconut Creek and has an overall length of 1.069 miles.  The project length within the City of Coconut Creek is 0.40 miles.  This funding is earmarked for the construction of all the hardscape elements to include the paving, pavement markings, shared use pathway, transit amenities, modifications to the existing roadway drainage where needed, along with the required signage for the project.

 

This FDOT project is located within the existing Copans Road right-of-way and is funded for FY 2022.  Moreover, this project is being planned, designed, and constructed in harmony with other Broward County improvement projects proposed within Copans Road.  Scheduled for construction in 2021, the County has identified an improvement project for a segment of Copans Road from approximately NW 49 Avenue to NW 42 Avenue.  The City’s initial review of the County’s preliminary plans identifies the continuation of this FDOT shared use project, which will be extended from NW 49 Avenue and continued through the intersection of Lyons Road as part of the County’s initial design. 

DISCUSSION:

Recently, FDOT’s staff, the design consultant WGI, representatives from the Broward MPO, and City staff conducted an initial meeting and walk through audit on a portion of Copans Road and identified shared use pathways, transit amenities, and crosswalks as needed improvements assigned to this project.  To assist the FDOT and the MPO in this application, they are desirous of a supportive resolution.  The project is anticipated to begin construction in October 2022.

For clarification purposes, there are four (4) separate programmed projects assigned to Copans Road, and they consist of the following:

1)                     The above referenced FDOT mobility (shared use pathway) project from SR7/441 to the City Hall/Government Center Complex;

2)                     A Broward County sponsored intersection improvement project for Copans and Lyons Road, which includes the construction of an additional travel through lane (roadway widening);

3)                     A Broward County sponsored traffic signal upgrade at NW 42 Avenue and Copans Road (new mast arms); and

4)                     A new sidewalk connection from NW 42 Avenue into the south pedestrian entrance of Tradewinds Park.

In summary, this resolution of support is assigned to Project No. 1 identified in the above discussion as the FDOT mobility project and does not reflect the other public improvement projects programmed on Copans Road.  Staff will provide a brief overview of the above listed projects at the December 3, 2020, City Commission meeting in conjunction with this item.

Staff recommends approval of this resolution.
