BACKGROUND:

This item was approved on First Reading at the August 24, 2023, City Commission Meeting.

The applicant, Jay Huebner of HSQ Group, Inc., on behalf of the owner, TT of Sample, Inc., is seeking site plan approval for the construction of a new 25,802 square foot Lincoln automobile dealership at 5501 West Sample Road within the existing Infiniti Planned MainStreet Development District (PMDD), generally located on the north side of Sample Road, between State Road 7/U.S. 441 and of NW 54 Avenue (Wochna Boulevard).

The property originally received site plan approval in 1988 for a Mazda / Dodge automobile dealership. Ownership has changed since that time and the site currently operates as an Infiniti automobile dealership. In 2017, the City Commission adopted Ordinance No. 2017-017, rezoning the subject property from B-4 (Regional Shopping District) and PCD (Planned Commerce District) to PMDD, to be known as the Infiniti PMDD. The City Commission also granted site plan approval for the 14,767 square foot addition to the existing showroom and service center. Referenced facilities have been constructed and operational since they were completed.

DISCUSSION:

Within the current PMDD, the existing Infiniti dealership consists of two (2) structures, housing the showroom, service and repair, and offices. The proposed Lincoln dealership will be developed in a new, standalone 25,802 square foot building, consisting of a showroom, service, and repair.  The new dealership also includes administrative and sales offices with inventory parking at the rear.

Existing surface parking area will be removed to make room for the new Lincoln building, which will be located immediately to the west of the existing Infiniti dealership. Main access to the new dealership will remain as constructed along Sample Road with a gated entry to provide security after hours and no other entrance modifications or additions proposed. Proposed architecture for Lincoln is modern yet maintains similar design features, including compatible color and scale with other buildings on site. The primary façade includes floor to ceiling windows in a covered entry to provide shade and cover from inclement weather when entering the facility.

Public Involvement:

As part of the application review process, the applicant was required to perform community outreach to provide project information to neighboring property owners and hear and address any concerns or issues raised through this process. A Community Outreach Summary for the project was submitted, which is included as part of the agenda backup for this application. Key efforts resulting from the outreach effort included a meeting held at the existing Infiniti Dealership at 5501 West Sample Road on Thursday, March 30, 2023, from 6:00 to 8:00 p.m., which was intended to provide a forum for residents and businesses but was open to the public. 

 

Supporting the following Sustainable Elements:

 

                     Action 1.6: Conspicuous display of green technology, including EV charging, informative signage highlighting green practices, and Florida Green Building Coalition certification.

                     Action 2.2: Light colored roof finish to reduce heat island effect.

                     Action 2.3: Sidewalk connections.

                     Action 5.1: Dedicated recycling collection program for common area.

                     Action 5.3: Recycling of construction debris.

                     Action 6.2: Bike racks to be installed on site.

                     Action 6.4: One (1) EV parking space with charging station.

                     Acknowledgment to maintain sustainable building components for the life of the building.

                     Resolution No. 2020-063: Commitment to sustainable event planning, providing smart water refill stations and commitment to using green and earth-friendly cleaning supplies.

 

RECOMMENDATION:

City staff finds the site plan application to be in compliance with Chapter 13, “Land Development Code,” Article III, “Zoning Regulations,” Division 5, “Site Plan Review Requirements,” of the City of Coconut Creek Code of Ordinances.

The Planning and Zoning Board, at its June 14, 2023, meeting, recommended approval of this application subject to the conditions of approval. Outstanding DRC comments are included in the Planning & Zoning Board Agenda backup and are available online for your review:

1.                     Outstanding DRC comments remain effective throughout the development review process and must be addressed prior to the issuance of a building permit unless otherwise stated therein.

2.                     The applicant shall obtain, at a minimum, Bronze Certification through the Florida Green Building Coalition within eighteen (18) months of the date of the Certificate of Occupancy.
