BACKGROUND:

Since 2020, the City has been receiving its allocation of Community Development Block Grant (CDBG) Program funds through Broward County under the Urban County Cooperation Agreement approved by City Resolution No. 2020-163. Through this Cooperation Agreement and associated Fiscal Year-specific Interlocal Agreements (ILA), Broward County implements activities funded with annual CDBG Fiscal Year allocations and CDBG coronavirus response (CDBG-CV) allocations on the City’s behalf.

DISCUSSION:

On September 12, 2024, the City Commission approved Resolution No. 2024-122, which ratified the Interlocal Agreement (ILA) with Broward County for the administration of Fiscal Years 2020-2024 CDBG and CDBG-CV funding. During Fiscal Year 2024, the City completed the Recreation Complex HVAC Replacement Project, which was authorized by the City Commission through Resolution No. 2023-010, approving an agreement with Master Mechanical Services, Inc. to install fifteen (15) HVAC units at the Recreation Complex.  A portion of this project was funded with CDBG funding and the City is eligible for reimbursement, totaling $282,000.00. In order to finalize the reimbursement for the project, Broward County requires the City to reinstate and amend the enclosed ILA for use of CDBG funding to complete the project and to ensure that the term of the agreement is in effect when the City submits for reimbursement. The amended agreement will now expire on April 30, 2026.

RECOMMENDATION:

Staff recommends approval of this resolution.
