BACKGROUND:
The applicant, Mark Brenchley of Mark Brenchley Planning Consultant, as agent on behalf of the owner, TT of Sample, Inc., is requesting two (2) sign deviations for the service entrance sign for the Lincoln of Coconut Creek Auto Dealership to be located at 5501 West Sample Road. Specifically, the applicant is seeking the following deviations for the service entrance sign:
• Section 13-468.8(b) - proposed at ten (10) square feet where eight (8) square feet maximum is permitted; and
• Section 13-468.8(d) - proposed to be internally illuminated where illumination is not permitted.
DISCUSSION:
The subject property is part of the Infiniti / Lincoln of Coconut Creek Planned MainStreet Development District (PMDD). The City Commission approved the Infiniti / Lincoln Auto Dealership site plan on September 14, 2023. During building permit review for the proposed sign, staff determined the service entrance sign did not meet minimum code requirements. As such, the applicant is seeking two (2) sign deviation approvals for the proposed service entrance sign.
The intent of the sign code is to promote effective communication, while minimizing negative impacts. The code sets standards to ensure signage is legible, proportional, and consistent, discouraging signage considered a nuisance due to size, illumination, or movement. A deviation is a modification of requirements for unusual conditions where literal enforcement causes undue hardship, non-self-imposed and non-financial. The deviation process provided in Section 13-473, “Deviations,” replaces the variance process of Section13-33 as it pertains to signs. Staff’s detailed findings and analysis of the criteria for granting a sign deviation are provided as backup to this agenda item.
RECOMMENDATION:
The Planning and Zoning Board, at its July 9, 2025 meeting, recommended approval of this application subject to staff’s recommendations. The Staff Memorandum provided to the Planning and Zoning Board is included in the backup materials for this agenda item for review.
Staff reviewed the application and finds that the proposed deviation request is consistent with Section 13-473(c) of the City of Coconut Creek Land Development Code. Staff recommends approval of this resolution, subject to all outstanding DRC comments, which must be addressed prior to issuance of a building permit.
