BACKGROUND:

As a result of the expiration of the Emergency Medical and Fire Services contract with the City of Margate, the City is required to fulfill contractual obligations that have monetary implications. Furthermore, the procurement of equipment necessary for operations was needed earlier than anticipated.  This budget transfer will provide funding of $397,200 in Account 0163-3412, Fire Contractual Services, for the fulfillment of contractual obligations under the Emergency Medical and Fire Services contract with the City of Margate.  This transfer will also provide funding of $838,100 in Account 0163-6430, Fire Machinery and Equipment, for the purchase of fire equipment, machinery, and related appurtenances to ensure the effective delivery of emergency medical and fire protection services by the new Coconut Creek Fire Rescue Department.

DISCUSSION:

During the Coconut Creek Fire Rescue Department implementation period, staff initiated negotiations with the City of Margate for the transfer of various equipment, machinery, and related appurtenances.  These negotiations were prolonged.  Due to the extensive delivery time for procuring these items, staff proceeded with the purchase to ensure the items were available once the contract with the City of Margate expired. 

The City of Margate budgeted for and purchased these items, for which the City of Coconut Creek contributed through the Emergency Medical and Fire Services contract with the City of Margate.  Upon final turnover, the City of Margate transferred some of these items to the City of Coconut Creek, pending final negotiations. Nonetheless, the City of Coconut Creek would have to purchase these items to provide for spares and back-up equipment.

Staff recommends approval of this motion.
