BACKGROUND:

Broward County purchased the original five (5) acre vacant parcel that would become the future Oak Trails Park in 2007 and deeded it over to the City of Coconut Creek for the creation of a passive park. In 2012, the City received a grant from Broward County to install a recycled rubber walking path along the perimeter of the site, and the construction of this path was completed in 2013 along with a pervious concrete parking lot, which was constructed in 2014.  Oak Trails Park was officially named in 2015 after the completion of the pathway and parking lot, and it has been enjoyed by the public since its opening. 

In 2017, the City recognized the opportunity to increase the size of the park when two adjacent parcels became available for sale.  The City purchased the two (2) five (5) acre parcels immediately adjacent to the park on the east and west sides in 2017 and 2018.  In an effort to recuperate some of the costs for these purchases, the City applied for a Florida Communities Trust (FCT) grant; and in 2025, the City received One Million One Hundred Thirty-Five Thousand Six Hundred Forty-Nine Dollars and Ten Cents ($1,135,649.10) as partial reimbursement for the purchase of these two (2) parcels.  As a condition of the grant agreement, the City committed to renovating an existing house on the property to function as a Nature Center and seek Leadership in Energy and Environmental Design (LEED) certification for the building.  The grant also requires the creation of a trail system, multi-use fields, picnic areas, outdoor exercise equipment and one (1) acre of new native plantings in the park. On January 23, 2025, the City Commission approved Resolution No. 2025-007 for the Oak Trails Park Expansion Project Site Plan, incorporating these features necessary to complete the expansion project.

DISCUSSION:

On March 15, 2026, the City issued Invitation for Bids (IFB) No. 04-15-26-11 to contract with a qualified general contractor to construct improvements on the two (2) vacant parcels adjacent to Oak Trails Park. The City issued Four Hundred Ninety-Five (495) electronic invitations for the project. Eleven (11) responsive submittals were received from the following companies:

(1) Sagaris Corp. ($2,890,000.00);

(2) Conengineers Builders, LLC ($3,324,430.48);

(3) National General Construction ($3,331,500.00);

(4) MBR Construction, Inc. ($3,333,564.00);

(5) M&J Consulting Group Corp. DBA M&J General Contractors ($3,481,279.01);

(6) Vercetti Enterprises ($3,542,445.11);

(7) Shiff Construction ($3,547,837.77);

(8) HG Construction Development & Investment, Inc. ($3,572,943.00);

(9) West Construction, Inc. ($3,596,538.00);

(10) Di Pompeo Construction Corp. ($3,917,000.00); and

(11) H.A. Contracting Corp. ($4,475,000.00).

After confirmation of references and past performance reviews, staff recommends awarding the contract to the lowest, responsive bidder, Sagaris Corporation, for a total amount not to exceed $3,179,000.00, which includes ten percent (10%) contingency. Project completion is anticipated to be three hundred sixty-five (365) days from the issuance of the Notice to Proceed.

RECOMMENDATION:

Staff recommends approval of this resolution.
