BACKGROUND:

 

Per Administrative Order No. P-01 (3), Purchasing Policies and Procedures, property that is in a wrecked, inoperable or partially dismantled condition, or has deteriorated to the point that it has no apparent monetary value, or may pose a potential risk to the City if disposed of through a sale, may be discarded as trash through an environmentally acceptable method, upon receipt or written approval by the Procurement Official, or designee.

DISCUSSION:

 

Various City-owned assets in the Public Works, Utilities & Engineering, and Police Departments have been inspected and confirmed by City staff to be inoperable, no longer economically feasible to repair, or obsolete. 

 

Additionally, Vehicle No. 1411 (Police Department) was involved in an accident on January 12, 2026, and was determined to be a total loss by the City's insurance carrier. In accordance with City Resolution No. 2026-012, the vehicle title and related documentation were administratively released to the insurance carrier to complete the disposition and insurance settlement process. Pursuant to Resolution No. 2026-012, no separate City Commission approval is required for this disposition. For transparency and record-keeping purposes, Vehicle No. 1411 is being included in this surplus resolution as a report-only item, identifying the asset, disposition method, and related insurance settlement process.

 

It is in the best interest of the City for the items to be either sold at public auction, traded-in, or disposed of in accordance with City Resolution No. 2018-223; City Administrative Order No. P-01 (3), Purchasing Policies and Procedures; and Chapter 274, Florida Statutes, Tangible Personal Property Owned by Local Governments. Please reference attached backup documents for further details.

NOTES:   Revenue amounts are unknown at this time. Proceeds generated from the disposal of assets will be credited to General Fund Account Number 01-V36590 (Sale of Fixed Assets) unless legally required to be deposited to another fund. Proceeds from the disposal of police vehicles or equipment originally purchased with Law Enforcement Trust Funds will be deposited into the Law Enforcement Trust Fund Account Number 62-V36590. Any monies recovered from the related insurance claim will be deposited to Account Number 01-V36996 (Insurance Reimbursement - Vehicle).
