BACKGROUND:

The applicant, James Kahn of Keith, Inc., is seeking site plan approval on behalf of the owner, SOS Children’s Village of FL, Inc., to construct an addition to the existing administrative offices building.

The subject property is generally located at the southwest corner of the Sawgrass Expressway and Florida Turnpike intersection and north of the existing Parkwood 5 residential community. For reference, the entire Maple Pond - SOS Children’s Village (“Village”) of Florida Plat (“Plat”) consists of three separate parcels, totaling approximately 18.98+/- gross acres. Parcels A and B, approximately 10.90+/- acres, are owned by Broward County and are maintained as natural areas. The Village, located on Parcel C of the Plat, is approximately 8.08 +/- acres and has PUD (Planned Unit Development) zoning.

The PUD includes three (3) distinct Modules, including new construction and buildings “re-purposed” in phases over a period of several years. Multiple site plans have been approved by the Planning and Zoning Board, pursuant to development standards provided in the SOS Children’s Village PUD, depicting the evolution of the Village.

As referenced, Module 1 has a combined total of fourteen (14) residential buildings, plus recreational, workshop, administration, and related facility buildings consistent with the Plat and the SOS Children’s Village PUD. Modules 2 and 3 provide recreation and open space, open play fields, active recreational facilities, gardens, paths, and agricultural uses.

DISCUSSION:

As currently proposed, the applicant is seeking site plan approval on behalf of the owner, SOS Children’s Village of FL, Inc., to construct an addition to the existing Village administrative office building. The existing building includes three offices, a conference room, covered porch, entry foyer and a two-car garage. The proposed 2,300 +/- square foot expansion will add fifteen (15) additional offices and an employee lounge to the existing administrative office building. Once completed the building will be 4,760 total square feet. The original community center constructed as part of the Module 1 improvements has been providing temporary space for administrative functions. If approved, this proposed expansion will allow the temporary administrative use within the community center to be housed completely within the new administration offices.

Overall, the site plan is consistent with the existing SOS Children’s Village PUD development standards, including number of residential units, parking, setbacks and open space requirements, as well as all plat restrictions. Site amenities, recreational trails, and landscaped buffers for all Modules will remain as previously approved and constructed and are not part of this site plan request. Architecture is compatible with and will maintain the residential “feel” of other structures within the Village. Parking, as was previously approved and constructed, will remain.

PUBLIC INVOLVEMENT:

As part of the application review process, the applicant was required to perform community outreach in an effort to provide project information to neighboring property owners and hear and address any concerns or issues raised through this process. The applicant has submitted information related to that effort, which is included as part of the agenda backup for this application. Key efforts resulting from their outreach included a meeting held at the Village, located at 3681 NW 59 Place, on February 8, 2021, from 7 to 8 p.m, which was intended to provide a forum for residents but was open to the public. To date, staff has not received any resident inquiries related to the project.

 

Green and Sustainable Components

                     Supports Action 1.6: Butterfly garden provides conspicuous green environmental value.

                     Supports Action 3.3: Solar powered lighting will be considered for landscape lighting.

                     Supports Action 5.3: Construction debris to be diverted as applicable and able.

RECOMMENDATION:

The Planning and Zoning Board, at its March 10, 2021, meeting, recommended approval of the site plan application subject to the condition that outstanding DRC comments remain effective throughout the development review process and must be addressed prior to issuance of a building permit.  Outstanding DRC comments are included in the Planning and Zoning Board Agenda backup and are available online for your review.
