BACKGROUND:

The City issued a competitive solicitation for Property, Crime, General Liability, Automobile, Public Officials, and Workers’ Compensation Insurance Services on April 12, 2018, through Request for Proposals (RFP) No. 05-16-18-10. The City, its eligible employees and elected officials, and any parties entitled to coverage will be covered by these policies and services.

DISCUSSION:

Solicitations were sent to twenty-four (24) prospective vendors, and three (3) responsive proposals were received from First Florida Insurance Brokers, Florida League of Cities, Inc., and Public Risk Insurance Agency. The Selection Committee consisted of Sanjeev Bissessar, Risk Manager; Tim McPherson, Human Resources Manager; and Leo Moleiro, Special Events Planner. The proposals were evaluated in accordance with the following criteria: (1) Coverage, (2) Quality of Services Delivered, (3) Financial Stability, and (4) Price. Based on the evaluation, the Selection Committee recommends awarding the Property, Crime, General Liability, Automobile, Public Officials, and Workers’ Compensation Insurance Services to Public Risk Insurance Agency.


The proposal represents an estimated annual cost of $1,403,081 in FY19 and begins October 1, 2018, with the option to renew for five (5) one-year periods, providing each party agrees to the extension, all the terms, conditions, and specifications remain the same, and such extension is approved by the City. This contract will yield approximately a 22.7% reduction in total property and casualty insurance premium costs in FY19 over FY19.
