BACKGROUND:

This item was approved on First Reading at the June 23, 2016, Commission Meeting.

The applicant, Scott Backman, Esq, as agent, on behalf of the owners Alfred D. Griffin, Jr. and Kim G. Griffin, Daniel E. Lambert Irrevocable Trust, and Coconut Creeks Hotel, LLLP, is requesting a rezoning from B-3 (Community Shopping) to PCD (Planned Commerce District) for the 1.76 +/- gross acre site located north of the Sawgrass Expressway on the east side of North State Road 7.

The subject property abuts the existing Grove Parc PCD.  The Grove Parc PCD was originally established in 2008 for commercial and office uses.  It was subsequently amended in 2012 to allow for the development of the existing Hampton Inn hotel and again in 2014 for the recently constructed American Top Team (ATT) mixed martial arts training facility.

As currently proposed, the applicant is seeking a rezoning approval to include the subject property into the existing Grove Parc PCD for the development of a Residence Inn by Marriott hotel.  As part of the proposed rezoning, the Grove Parc PCD amendment provides site development standards for the proposed hotel, including open space, setbacks, buffers, parking, and landscape requirements.

DISCUSSION:

The Grove Parc PCD is approximately 8.1+/- gross acres in size.  Upon the rezoning approval, the new Grove Parc PCD will be 9.86 +/- gross acres and include four (4) separate parcels with the following development:

                     1) 105-room Hampton Inn hotel;

                     2) 39,270 square foot American Top Team facility;

                     3) 1.8+/- acre lake; and

                     4) 105-room Residence Inn hotel.

PUBLIC INVOLVEMENT:

Per Section 13-36 (c), property owners within 500 feet of the subject property (179 property owners) were notified by mail of the rezoning request and invited to attend the Planning and Zoning Board Meeting.  A notice of rezoning public hearing sign was also posted on the property 14 days prior to the Planning and Zoning Board Meeting.  To date, staff has not received any public inquiries related to the project.

Additionally, the applicant has received a letter of support from the Club Caribe Condominium Association, which is the association for the residential project immediately to the east of the subject property.  The applicant has informed staff that the Regency Lakes Homeowners Association has also been contacted; however, they have not received any correspondence or other communication from this development.

RECOMMENDATION:

The Planning and Zoning Board, at its May 11, 2016, meeting, recommended approval.

FISCAL IMPACT:  N/A
