BACKGROUND:

The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City began receiving CDBG grant funding in 2008. Since 2008, Community Redevelopment Associates of Florida, Inc. (CRA) provided administration for all of the City’s affordable housing grant activities.  On December 31, 2019, the City ended its contractual relationship with CRA.  On September 1, 2020, the City entered into an Interlocal Agreement (ILA) with Broward County for the administration of the City’s CDBG funds for PY 2017-2018, 2018-2019, and 2019-2020. The proposed amended agreement incorporates the PY 2020-2021 allocation.

DISCUSSION:

Through this proposed amendment, the County will be responsible for administering the City’s PY 2020-2021 CDBG funds and the associated CV-1 and CV-3 CARES Act allocations. In Program Year 2020, Coconut Creek will receive $317,773 in CDBG funds, $186,964 in CV-1 funds, and $325,803 in CV-3 funds. Through this agreement, the City will continue to provide Coconut Creek residents with affordable housing and community development opportunities. The grant allocations will fund the City’s First-Time Home Buyer Program, Lakewood Park playground replacement, rental/utility assistance, Meals on Wheels program, and administration expenses. The County will retain allowable administrative fees for these services.
