A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ATTACHED FIRST AMENDMENT TO THE GRANICUS SERVICE AGREEMENT WITH GRANICUS, LLC FOR THE PURCHASE OF A WOWZA LIVE CAST ENCODER APPLIANCE AND SUPPORTING SOFTWARE.

BACKGROUND:
The City of Coconut Creek currently partners with Granicus, LLC to provide Legislative Management solutions for City staff and residents. Granicus’ Legislative Management Suite, powered by Legistar technology, allows City staff to easily manage the entire legislative process from start to finish. From drafting files, through assignment to various departments, to final approval, this suite is an automated solution designed to reduce workloads and create a more efficient method for managing decisions.
DISCUSSION:
In 2014, the City of Coconut Creek piggybacked off an agreement with the City of Colorado Springs, Colorado, and Granicus, LLC for Legislative Management Suite software, including Granicus Open Platform, Agenda Automation, and Citizen Participation Suite.
In 2019, the City of Coconut Creek entered into a Master Subscription Agreement with Granicus, LLC as a sole source provider for Government Transparency Suite, Meeting Efficiency Suite, Granicus Encoding Application Software, Captioning Services, Municode Integration and Legistar.
In 2022, the Granicus Encoding Appliance (GEA) hard drive failed while installing mandatory updates. The GEA includes the LiveManager Software solution where audio webcasts are started/stopped, agendas amended, agendas indexed, votes/attendance recorded, and minutes created. Our IT Department was able to quickly rebuild the server to get it functioning to audio stream our public meetings. The Granicus encoder was out of warranty, and we were not eligible for coverage or reimbursement. After consulting with IT and Granicus staff, the recommendation was to purchase a new WOWZA encoding appliance, which includes a full warranty, updated software, and a more stable operating system.
Exhibit “A” outlines the one-time cost of $5,300 for the WOWZA encoder appliance and an extra $111.25 annually for the live cast encoder software (the live cast encoder software for $7,057 replaces the government transparency software cost of $6,945.75).
RECOMMENDATION:
Staff recommends approval of this resolution.
