BACKGROUND:

The applicant, Pompano Autoplex, LLC, is requesting site plan approval to construct a new automobile dealership with a showroom, indoor service bays, and a three (3) story parking structure to be located at 3757 Coral Tree Circle, generally located at the northwest corner of Sample Road and Coral Tree Circle.

The site, approximately five (5) acres in size, is Tract B-1 of the Tartan Coconut Creek Phase IV Plat. The property is currently zoned PUD (Tartan), Planned Unit Development. The Tartan PUD was originally approved by the City Commission in October, 1978. Since then, the Tartan PUD has undergone multiple revisions with a final amendment on November 19, 1984.

The subject property’s original site plan was approved in 1990 for the construction of a State Farm Insurance Claim Center. After State Farm closed and vacated the premises, the facility was remodeled by Waste Management, who occupied the building temporarily as offices and a training center. Waste Management vacated the property several years ago, and the building has remained vacant since.

Concurrently with this site plan application, the applicant is seeking special land use approval (required for the car dealership) that will be a separate item on the agenda.  In addition, a plat note amendment is being processed administratively and vacation of easements will be on a future agenda.

DISCUSSION:

The subject property was recently acquired by Pompano Autoplex, LLC. The applicant is seeking site plan approval for the development of a new Mazda Automobile Dealership. Development includes a two-story, 16,094 square foot structure with sales, showroom, and administrative offices attached to a three (3) story structure immediately behind the showroom providing 90,582 square feet of parts and equipment storage, ground floor service bays, and structured parking for inventory and employee parking.

Existing access along Coral Tree Circle just north of Sample Road, and at the north end of the site, will remain as currently constructed with no new access points proposed. The applicant is proposing a 12’ wide sidewalk along Sample Road and bus shelter to further the City’s efforts in providing pedestrian connectivity.

Site plans in a PUD must adhere to the PUD development standards for the type of land use proposed. Where there are no specific commercial development standards in the PUD, then City staff utilizes the B-3 (Community Shopping District) development standards. In this instance, the Tartan PUD does not have specific development standards for commercial uses. It only regulates the amount of acreage and square footage devoted to commercial land uses in the entire PUD. City staff performed an analysis of all commercial land uses existing within the Tartan PUD and determined that the proposed size of the auto dealership does not exceed the total amount of commercial space permitted in this PUD. Otherwise, the site plan is in compliance with the B-3 zoning district development standards.

PUBLIC INVOLVEMENT:

As part of the application review process, the applicant was required to perform community outreach in an effort to provide project information to neighboring property owners and hear and address concerns and issues raised through this process. The applicant has submitted information related to that effort, which is included as part of the agenda backup for this application. Key efforts resulting from their outreach included a meeting held at the subject property located at 3757 Coral Tree Circle on July 22, 2021, at 6 p.m. and concluding at approximately at 6:45 p.m., which was intended to provide a forum for residents but was open to the public.

To date, staff has received four (4) resident inquires related to this project, which are included in the backup for this item, and will provide any additional inquiries received following the writing of this agenda item report.

GREEN AND SUSTAINABLE COMPONENTS:

The applicant has committed to pursuing a Green Building Certification and maintaining sustainable efforts for the life of the project. Additional action items are listed below.

Supporting:

                     Action 1.2:                     Commitment to achieve Green Building Certification.

                     Action 1.6:                     Providing solar charging bench, eight (8) electric vehicle charging stations, roof solar panels for water heating and educational signage.

                     Action 2.2:                     Reflective High Albedo roofing.

                     Action 5.3:                     Recycling of construction and demolition debris.

                     Action 6.2:                     Bike racks proposed and new bus shelter.

                     Supports Resolution 2020-063: Water bottle refill stations to be provided.

                     Supports Resolution 2020-063: Commit to use of Eco-Friendly cleaning products.

                     Supports Resolution 2020-063: Develop checklist to ensure sustainable event planning.

RECOMMENDATION:

City staff finds the proposed site plan, subject to conditions listed below, to be in compliance with the requirements of the Tartan PUD zoning district regulations and with Article III, “Zoning Regulations,” of Chapter 13, “Land Development Code,” of the City of Coconut Creek, and recommends approval.

The Planning and Zoning Board, at its September 8, 2021, meeting, recommended approval of this site plan application.  Outstanding DRC comments are included in the Planning and Zoning Board Agenda backup and are available online for your review.

In addition to the Planning and Zoning Board recommendation, staff further recommends the following conditions of approval:

1.                     Outstanding DRC comments to remain effective throughout the development review process and must be addressed at the time of building permit.

2.                     Site Plan approval is contingent upon approval of the Special Land Use for the Automobile Dealership by the City Commission.

3.                     Site Plan approval is contingent upon approval of the Plat Note Amendment by the City of Coconut Creek and Broward County, as proposed in the application.

4.                     Site plan approval is contingent upon approval of the vacation and abandonment of the utility easements by the City Commission, as proposed in the application.

5.                     This site plan is subject to the conditions of approval outlined in the Special Land Use approval Ordinance No. 2021-026.
