BACKGROUND:
The purpose of the Request for Qualifications (RFQ) is to establish a qualified pool of a maximum of ten (10) consultant firms, from a wide range of disciplines to provide General Professional Engineering Services for various City projects.  The scope of services shall include, but are not necessarily limited to building, codes, cost-benefit analysis, geotechnical engineering, land surveying, stormwater, reclaimed water, structural, wastewater, etc.
DISCUSSION:
The City issued a competitive solicitation in accordance with the Consultants' Competitive Negotiation Act (CCNA) pursuant to Florida Statutes, Chapter 287.055.  A Selection Committee consisting of Jim Berkman, Director of Public Works; Scott Stoudenmire, Deputy Director of Sustainable Development; Dennis Westrick, Utility Engineer; and Randall Blanchette, Transportation & Stormwater Engineer reviewed and evaluated twenty-seven (27) submittals.  After an extensive evaluation process, which included review of each firm's personnel, past record, experience, area of expertise, office location, and recent, current and project workloads, the Selection Committee short-listed to a pool of ten (10) qualified consultants.
A Negotiation Committee comprised of Yugal Lall, Senior Engineer, Dennis Westrick, Utility Engineer, and Randall Blanchette, Transportation & Stormwater Engineer reviewed the fee schedules submitted by the short-listed firms and established the hourly rates for each position based on the median hourly rate.  The rates were also compared to the previous contract to ensure the City is receiving a competitive rate.
RECOMMENDATION:
Staff recommends approval of the pool of consultants and the ten (10) agreements.
