A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE A CONSULTING SERVICES WORK AUTHORIZATION WITH WALTERS ZACKRIA ASSOCIATES, PLLC TO PROVIDE DESIGN SERVICES FOR THE RENOVATION AND REHABILITATION OF THE FLEET SERVICES BUILDING IN ACCORDANCE WITH RFQ NO. 10-06-21-11.

body

BACKGROUND:

The Fleet Services Building (facility) was constructed in the late 1980’s and is in need of rehabilitation to strengthen and harden the building against natural disasters and strong storm events such as tropical storms and hurricanes.  The facility houses the Public Works’ shops, tools, and equipment and services the City’s police, fire, paramedic, maintenance, and administrative vehicle fleet, which provide emergency services to the residents, businesses, and visitors of Coconut Creek.  Rehabilitation of the Fleet Services Building allows for the continuation of services in normal day-to-day operations, as well as during and after an emergency or natural disaster, and thereby impacts the entire community.  Loss of this building would significantly impact Public Works’ ability to complete routine maintenance and respond to emergencies. Currently, the building has issues with roof leaks and aging components like the overhead doors that are at the end of their useful lifecycle.

DISCUSSION:

The City has budgeted for the design and engineering services to renovate the Fleet Services Building as part of the City’s Fiscal Year 2024 (FY24) Capital Improvement Program (CIP).  The vehicle repairs and services that take place within the building include routine and emergency vehicle and tool maintenance for police vehicles, fire and paramedic apparatus, heavy equipment, transit system buses, as well as building and utility inspectors, public works, parks and recreation, and other City-maintained vehicles and equipment.

The transit buses provide critical linkage to county-operated buses on evacuation routes during emergency service events in addition to their normal day-to-day operations and special event usage.  In addition, the building houses the Public Works shop, equipment, and parts storage.  Power and air tools, chain saws, small equipment, forklifts, powered industrial vehicles, and more are also serviced and stored within the building.  The facility also houses the City’s backup supplies that may be required during an emergency event, such as tires, batteries, lights, wipers, chain saws, generators, water, and more.

Structural hardening of the building includes replacement of the overhead vehicular bay doors with impact resistant roll-up doors, roof replacement and strengthening of the sub-structure, and replacement of entry and egress doors with impact rated doors.

Lastly, the replacement of the roof and the removal of the cupolas allows for the placement of a large 480 panel solar array, which is estimated to produce at least 310 MWh annually.  Under current federal programs, the solar array would provide payback in six (6) to seven (7) years, and with the Inflation Reduction Act, an estimated initial direct payment of thirty percent (30%) of the system cost would be refunded to the City.

Hardening the Fleet Services Building, updating the systems that service it, and adding a solar array help the City to continue to meet the Vision 2030 goals through energy and water efficiency, cost savings, and sustainability. The renovation will ensure the continuity of operations and services during disasters or emergencies, greatly enhancing the resiliency of the City.
