BACKGROUND:

Pursuant to Ordinance No. 2024-019 and upon approval by referendum ballot on November 5, 2024, the City must reorganize the composition of the City Commission from five (5) District Commissioners to one (1) Elected Mayor (at-large) and four (4) District Commissioners.

Section 908 of the City’s Charter, authorizes the City Commission to enact an ordinance providing for revision of the Commission voting districts to ensure compliance with said ordinance and the mandate to balance population variances reasonably among all districts.

DISCUSSION:

The Re-Districting Board was established and members were appointed through Resolution No. 2026-034, approved on April 9, 2026. Meetings were held by the Re-Districting Board beginning in April 2026. Several options for re-districting to fulfill the mandate of the Charter were discussed and considered. The Re-Districting Board finalized their recommendation in a report to the City Commission dated June 2, 2026. The recommendation indicates that “Alternative 4A” of the re-districting options is the soundest modification to the voting districts in that it satisfied all four goals: population balance, geographic contiguity, and community integrity. This ordinance provides for adoption of the Re-Districting Board’s recommendation to re-district the five (5) at-large voting districts to one (1) Elected Mayor and four (4) District Commissioners, all at-large, according to “Alternative 4A” depicted on Map 13, and labeled Exhibit “A.”

RECOMMENDATION:

Staff recommends approval of this ordinance.
