BACKGROUND:

Given the many legislative issues impacting or having the potential to impact the City of Coconut Creek, the City utilizes ethical, professional, and experienced federal lobbying consultants to bring the most expertise and knowledge to the issues, needs, and concerns of the City.  The City’s agreement with our current federal lobbyists, Van Scoyoc Associates, Inc., expired March 31, 2026, and had a sixty (60)-day extension through May 31, 2026. 

DISCUSSION:

On March 29, 2026, the City issued sixty-six (66) electronic invitations through the City’s eBid System for Request for Proposals (RFP) No. 04-29-26-11 to contract for Federal Lobbying and Funding Advocacy Services.  The City received eight (8) responsive submittals from the following firms: Becker & Poliakoff, P.A.; Pittman Law Group; Porter Group, LLC; The Color Nine Group; The Ferguson Group; Thorn Run Partners; TSG Advocates; and Van Scoyoc Associates.  Procurement reviewed the submittals for responsiveness and conducted reference checks. A selection committee consisting of Bernadette Hughes, Government Affairs Manager; Peta-Gay Lake, Finance and Administrative Services Director; Scott Stoudenmire, Deputy City Manager; Dan Nelson, Grants Administrator; and Marianne Bowers, Deputy City Clerk, was established to evaluate the responses in accordance with the criteria as listed in the RFP document, which include operational plan for the City, qualifications and experience, resources and availability, past performance, and price. 

Based upon the submittals, presentations, and references, it is the determination of the selection committee to award an agreement for federal lobbying and funding advocacy services to Becker & Poliakoff, P.A. Although the proposal from Becker & Poliakoff, P.A. was not the lowest pricing, it was competitively priced, and the committee based their decision on the RFP criteria and determined their proposal and presentation provided the best value to the City. This agreement provides for a three (3) year term with the option to renew for two (2) additional one (1) year terms at an annual amount of $60,000 ($5,000 per month).

RECOMMENDATION:

Staff recommends approval of this resolution.
