A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ATTACHED UPDATED MEMORANDUM OF UNDERSTANDING (MOU) WITH THE PINELLAS COUNTY SHERIFF’S OFFICE TO CONTINUE TO PROVIDE THE CITY WITH ACCESS TO THE SHERIFF’S FLORIDA FACIAL RECOGNITION NETWORK.

BACKGROUND:
The Pinellas County Sheriff’s Office exclusively hosts the Florida Facial Recognition Network (FR-Net). FR-Net provides facial biometric search capabilities, subject information, face image comparisons, training for facial recognition (FR) search, face image analysis methods and best practices to authorized Florida law enforcement agencies. The City Commission previously approved an MOU with Pinellas County for access to their Face Analysis Comparison and Examination System (FACES) in June 2020 by Resolution No. 2020-125.
DISCUSSION:
This updated MOU will replace the original MOU as of July 1, 2022, and provide the City with access to the Face Analysis Comparison and Examination System Next (FACESNXT) database to upload a photo and perform automated facial recognition searches and face image comparisons, which will lead to solving crimes.
RECOMMENDATION:
Staff recommends approval of this resolution.
