BACKGROUND:

The Broward Metropolitan Planning Organization (BMPO) is a legally independent government entity distinct from the City and is authorized pursuant to Sections 339.175(6)(g) and 163.01, Florida Statutes, and has the authority to contract with the City for the provision of certain services to accomplish its metropolitan planning and programing duties and administrative functions. The BMPO has expertise in metropolitan planning, land use analysis, transportation/transit studies, public outreach and engagement, and submitting for and obtaining transportation/transit related grants including the associated grant administration.

The City is seeking the BMPO’s expertise required to perform these services and necessary intergovernmental coordination between jurisdictions within the parameters specified in an Interlocal Agreement (ILA).

DISCUSSION:

The intent of the ILA is to increase our ability to receive technical services from the BMPO associated with multi-jurisdictional projects and grant applications. The ILA provides for the ability to access a broad range of services provided in-house and through consultants related to transportation and flexibility when procuring these services, as detailed in Exhibit “A.”  The term of the ILA is five (5) years, with two (2) additional automatic five (5) year renewal terms.

Staff recommends approval of this resolution.

NOTES:  The fees associated with each effort can be negotiated by project or can be negotiated hourly as provided for in the attached Exhibit A.  Negotiated fees will be paid from Account No. 0151-3190, Planning Professional Services.
