BACKGROUND:

For over twenty (20) years, the City has been using Hoover Pumping Systems to replace existing, aging irrigation pump stations and new system installations.  City staff chose Hoover over other competing brands at that time because they used high quality parts, and utilized the latest technology available in the market.  That continues to be the case today.  Currently, ninety-three percent (93%) of all City-owned irrigation pump stations are made by Hoover Pumping Systems with the remaining few non-Hoover stations programmed for replacement with Hoover systems within the next few years.

DISCUSSION:

Hoover pump stations have become the City’s standard.  City staff utilizes Hoover's proprietary Flowguard software to monitor the performance of its pump stations.  This software uses cellular instead of hardline communication, which saves the City money by eliminating monthly phone line costs.  As such, City staff is seeking approval to list Hoover Pumping Systems, Inc. as a single source for irrigation pump station replacements and necessary repairs for a five (5) year period.  Additionally, current Fiscal Year 2024 (FY24)-approved irrigation pump station replacements include Wiles Road East and Pine Creek Greenway.  Hoover Pumping Systems, Inc. has provided a proposal to manufacture and replace the Wiles Road East pump station for $46,002.89 and the Pine Creek Greenway pump station for $46,150.12 for a total cost of $92,153.01.

RECOMMENDATION:

Staff recommends approval of this motion.
